Harley Cilley was born in 1931 in Dundee, Monroe County, Michigan. He was the son of Irene (Getty) and Harold Cilley.

Harley died in 1995 at the age of 64. He is buried in Holy Sepulchre Cemetery in Southfield, Oakland County, Michigan
