Wilhelm Heinrich Kempker was born on Monday, September 30, 1867 in Folsom Borough, Buena Vista Township, Atlantic County, New Jersey. He was the son of Elisabeth (Rehmann) and Albert Kempker, Sr.

In the 1900 census, he was listed as living with his parents on Mays Landing Road in Buena Vista Township. By 1910, he was living with his sister, Elisabeth (Kempker) and her husband, Jacob Roller on Winslow Road in Folsom Borough. He was employed as a brick burner in a brick yard.

One source said that he was married to a Mary Bense.

Wilhelm died on December 18, 1950 at the age of 83.
