Harold O. Milhan was born September 6, 1931 in Raisinville Township, Monroe County, Michigan. He was the fifth child of Henry Daniel and Stella (Godfred) Milhan.

He died at the age of 67 on December 1, 1998 in St Marys, Livingston County, Michigan.
