Carl George "Charles" Rehmann was born on Wednesday, September 13, 1865 in New Jersey. He was the son of Wilhlem and Anna Marie (Rohm) Rehmann.

In the 1870 census, he and his parents and siblings were living in Buena Vista Township, Atlantic County, New Jersey. By 1880, the family was living at 533 Charter Street in Philadelphia. This was the home of his step-father, George W. Fox. In 1900, He was listed as Charles Fox and lived at 3027 B. Street while working as a day laborer.
